The National Development and Reform Commission of China, in collaboration with relevant departments, has released the draft Catalogue for the Guidance of Industrial Structure Adjustment (2023 Version) for public comment. This move is in response to the new situations, tasks, and requirements for industrial development.
The Catalogue (2023) is a list composed of three categories: encouraged, restricted, and eliminated, with a total of 1,002 items, including 348 encouraged items, 231 restricted items, and 423 eliminated items.
The Catalogue aims to guide and regulate the adjustment of industrial structures, promote the high-quality development of the economy and society, especially encourage the innovation of green technologies and the development of green and environmental protection industries, and resolutely curb the blind development of high-energy, high-emission, and low-level projects. The Catalogue not only helps businesses understand the government’s industrial policy and direction of development but also provides strong guidance for businesses to transform and upgrade themselves and innovate. Industries should actively pay attention to the contents of the Catalogue to adapt to changes in national industrial policy and seize the opportunities in green technology innovation and green environmental protection industry development.
The encouraged category primarily comprises technologies, equipment, and products that play a significant role in promoting economic and social development, beneficial to key technology innovations, achieving high-level self-reliance; beneficial to the transfer of industries across regions, promoting coordinated regional development; beneficial to the intensive use of natural resources and the green and low-carbon transformation of industries, contributing to carbon peaking and neutrality; and beneficial to inclusive, basic, bottom-line construction of people’s livelihood and the development of service industries, promoting common prosperity.
The restricted category mainly includes production capacities, process technologies, equipment, and products that are technologically backward, do not meet industry access conditions and relevant regulations, are not conducive to safe production, and are not conducive to achieving carbon peaking and neutrality goals, and need to be urged for transformation and prohibit new construction.
The eliminated category mainly includes obsolete process technologies, equipment, and products that do not comply with relevant laws and regulations, seriously waste resources and pollute the environment, have serious safety production risks, hinder the achievement of carbon peaking and neutrality goals, and need to be phased out.
In the context of changes in the world and technological revolutions, the global industrial structure is adjusting. Promoting industrial structure adjustment is an important measure to build a modern industrial system, enhance the core competitiveness of industries, and promote industries to move to the mid-to-high end of the global value chain.
