Regulations for Dairy Product Exports from China to Vietnam Effective Immediately

  1. Inspection and Quarantine Basis:
    • The People’s Republic of China Entry and Exit Animal and Plant Quarantine Law

  2. Inspection and Quarantine Requirements:
    • Raw milk must originate from farms that:
      • Have no outbreaks or suspected cases of foot-and-mouth disease during milk collection.
      • Have not observed anthrax clinically.
      • Are free from tuberculosis and brucellosis.
      • Are not under quarantine restrictions as per the World Organisation for Animal Health.
      • Do not feed animals with fodder banned by both Vietnam and China.
      • Are supervised by competent authorities.
    • Raw milk should not contain milk obtained during the antibiotic application period or during the drug withdrawal period, nor should it contain spoiled milk.
    • The residue of veterinary drugs, pesticides, and other toxic and harmful substances in dairy products should not exceed the maximum limits set by Vietnam.
    • Dairy products should undergo heat treatment according to standards set by the World Organisation for Animal Health and the Codex Alimentarius Commission, ensuring the inactivation of the foot-and-mouth disease virus and the elimination of pathogens threatening human health.
    • Dairy products must comply with relevant Vietnamese regulations and standards.
    • Dairy products should be safe, hygienic, and suitable for human consumption.
  3. Certificate Requirements:
    • Dairy products exported to Vietnam must be accompanied by a health certificate, confirmed by the competent authorities of both China and Vietnam, and issued by China Customs.
  4. Requirements for Export Production Enterprises:
    • The production enterprise must ensure that its exported dairy products comply with Vietnamese regulations and standards.
    • Production enterprises should be registered with the local customs.
    • Production enterprises must establish a comprehensive traceable food safety and hygiene control system, ensuring the continuous compliance of exported dairy products with relevant Chinese laws and regulations during the production, processing, and storage process.
    • Production enterprises should establish supplier evaluation, incoming inspection records, production records, factory inspection records, export food traceability, and non-conforming food disposal systems. Relevant records should be authentic and valid, retained for at least 6 months after the expiration of the food’s shelf life, or 2 years for products without a specified shelf life.
    • Production enterprises and exporters should submit export supervision applications to the customs of the place of origin or the place of assembly.
  5. Other Requirements:
    • The packaging, storage, and transportation methods of dairy products exported to Vietnam should meet food safety requirements. The transportation packaging should indicate the registration number of the production enterprise, product name, production batch number, and production date.
